Georgia Radio Reading Service (GaRRS) had served the blind and low-vision community across Georgia for over four decades, but by 2024, leadership recognized that adapting to a rapidly changing landscape required more than incremental adjustments. Instead, it demanded intentional strategic transformation. Facing evolving technology, shifting listener needs, and an uncertain funding environment, the organization's board sought SOAR Partners' expertise to facilitate a comprehensive strategic planning process that would position them for sustainable growth and greater impact. 

The Challenge 

After 45 years of dedicated service, GaRRS found itself at a critical crossroads. The organization had built a strong foundation serving over 12,000 listeners statewide through radio broadcasts of newspapers, magazines, and other printed materials. However, several factors converged to create an urgent need for strategic realignment. 

Industry trends were shifting rapidly toward digital platforms and podcast content, while traditional radio-based services faced declining engagement among younger demographics. Political uncertainty threatened funding stability, with proposed federal cuts to disability services raising concerns about long-term sustainability. Most critically, the organization lacked a clear strategic roadmap to navigate these challenges while staying true to its mission of empowering individuals with print-related disabilities. 

The board recognized that reactive responses to these pressures would be insufficient. They needed a comprehensive strategic planning process that would engage all stakeholders, clarify organizational direction, and establish measurable goals for the next three years. 

SOAR's Methodology 

SOAR Partners brought extensive experience in human-centered design and strategic planning to this engagement. Our approach prioritized stakeholder voices while ensuring the resulting plan would be both ambitious and achievable. 

Discovery and Stakeholder Engagement: We began by conducting in-depth interviews with the executive director and key board members to understand organizational history, current challenges, and aspirations. A survey was distributed to board members and staff to gather diverse perspectives on organizational strengths, weaknesses, and strategic priorities. 

Environmental Analysis: Our team conducted thorough research into industry trends, competitive landscape, and political factors affecting disability services. This analysis provided crucial context for strategic decision-making and helped identify both opportunities and threats facing the organization. 

Interactive Workshop Design: We developed and facilitated a dynamic strategic planning workshop that brought board members together for collaborative analysis and planning. The session incorporated multiple strategic planning tools, including SWOT analysis, TOWS matrix development, and goal-setting exercises using the SMART framework.

Implementation 

The strategic planning workshop served as the centerpiece of our engagement, bringing together board members for an intensive day of analysis and forward-thinking planning. The session began with a comprehensive review of the current environment, examining both internal organizational factors and external industry trends. 

Through facilitated SWOT analysis, participants identified key organizational strengths including their established 45-year reputation, dedicated volunteer base, and unique niche serving print-impaired audiences. They also honestly assessed weaknesses such as limited funding diversification, technology gaps, and insufficient strategic planning in previous years. 

The TOWS analysis helped translate these insights into actionable strategies, revealing opportunities to leverage organizational strengths while addressing identified weaknesses. Participants explored how to capitalize on expanding digital platforms and growing accessibility awareness while mitigating threats from economic uncertainty and rapid technology changes. 

A significant portion of the workshop focused on refreshing the organization's mission and vision statements to better reflect their evolving scope and aspirations. Through collaborative discussion, participants crafted new statements that emphasized empowerment, community building, and technological integration while honoring their core commitment to accessibility. 

The rebranding discussion proved particularly transformative, as board members recognized that "Georgia Radio Reading Service" no longer adequately captured their expanding digital offerings and community focus. After extensive deliberation that day and after, they selected "Vocal Point" as their new name, emphasizing the human voice at the heart of their mission while suggesting their role as a central source for accessible information. 

Outcomes 

Following the workshop, SOAR Partners worked closely with the executive director through multiple iterations to develop a comprehensive 3-year strategic plan. The final document established three strategic priorities: Community Engagement & Outreach, Accessible Content & Programmatic Expansion, and Financial Sustainability & Capacity Building. 

Each priority included specific, measurable goals with clear timelines. The rebranding initiative resulted in a complete organizational identity refresh, including the new "Vocal Point" name. This change better reflects the organization's evolution from traditional radio broadcasting to a multi-platform accessibility resource. 

Most significantly, the board voted to adopt the strategic plan, demonstrating strong organizational commitment to the outlined direction. The plan now serves as a living document guiding decision-making and resource allocation across all organizational levels.

Reflection 

This engagement exemplifies SOAR's commitment to participatory strategic planning that honors organizational history while embracing necessary transformation. The process demonstrated how thoughtful facilitation can help boards navigate complex decisions and emerge with renewed clarity and purpose. 

The experience reinforced our belief that effective strategic planning must balance analytical rigor with creative visioning. By combining data-driven environmental analysis with collaborative goal-setting, we helped Vocal Point develop a roadmap that is both realistic and aspirational. 

As Vocal Point begins implementing their strategic plan, they are well-positioned to expand their impact while maintaining the personal touch and community focus that has defined their service for over four decades. Representing more than a name change, the transformation from GaRRS to Vocal Point signals a renewed commitment to innovation and growth in service of Georgia's blind and low-vision community.
